Distinctive characteristics of this form:

opaque envelope;
corresponds to ordinary rate delivery envelope AB-EO-8;
revised arrangement with advertising box and TELEGRAM at the same level;
reverse side has two slogans related to telephone and/or postal matters and later to war themes;
flap has rounded peak and deeply curved sides;
the main distinctions between the varieties are:
4A: envelope printed on white paper;
4B: envelope printed on fawn paper.

It is highly possible that this format was also first printed with three peace-time slogans and then the slogan on the flap was changed
to BE SURE TO FULLY ADDRESS MAIL. Such an envelope is however unrecorded.

printed on fawn (light brown) paper.
